This can be linkage or engagement issues depending on year and setup.
When to use this guide: 4L works, but 4H acts like 2WD.
When 4L works fine but 4H feels like 2WD, the problem is usually specific to how the transfer case engages that range. On some XJ years it points to a linkage adjustment. On others, especially earlier models, vacuum lines to the front axle disconnect can be at fault. Start with the cheap checks before going further.
